HDB has launched 12,411 flats for sale in 25 HDB towns/estates under the November 2015 Build-To-Order (BTO) cum Sale of Balance Flats (SBF) exercise.

This is HDB’s largest sales exercise, comprising 7,061 BTO flats and 5,350 balance flats. The BTO flats offered include 2,139 units in the first housing projects in Bidadari.

This launch brings the total BTO supply in 2015 to 15,100 units, meeting HDB’s commitment to launch 15,000 BTO flats for sale this year. Together with the 10,737 balance flats offered under the May and November 2015 SBF exercises, HDB has offered a total of 25,837 flats for sale in 2015, to meet the housing needs of Singaporeans.

This mega sales launch will give flat buyers more choices and allow more to benefit from the new policies announced in Aug 2015, i.e. the new 2-room Flexi Scheme, increase in income ceilings and enhancements to the Special CPF Housing Grant (SHG), which will be implemented from this sales launch.

2-Room Flexi Scheme

HDB will offer 2,093 units of 2-room Flexi flats in Bidadari, Bukit Batok, Choa Chu Kang, Punggol, and Sengkang in this BTO exercise.

First-timer and second-timer families, as well as first-timer singles, will continue to be offered 99-year 2-room Flexi flats. Elderly citizens aged 55 and above have the flexibility to choose the length of lease for their 2-room Flexi flat, based on their age, needs and preferences. They can take a 99-year lease, if eligible, or a short lease of between 15 and 45 years in five-year increments, as long as it covers them and their spouse to the age of at least 95 years.

The 2-room Flexi flats will be available in two sizes, 36 sqm and 45 sqm. Buyers of the 2-room Flexi flats will have the option of flooring and sanitary fittings under the Optional Component Scheme (OCS).

Elderly buyers of 2-room Flexi flats on short leases who wish to have a flat in move-in condition can also choose an additional package (see Annex A for details). The cost of the optional components will be added to the selling price of the flat. For the convenience of the elderly, grab bars will be provided from the onset in all short-lease 2-room Flexi flats.

At least 40% (subject to a minimum of 100 units) of the public supply of 2-room Flexi flats in a BTO project will be made available to the elderly. Half of this quota will be set aside for the elderly who apply for a unit near their current flat or near their married child under a new Senior Priority Scheme.

Raised Income Ceiling and Enhanced SHG

With effect from 24 August 2015, the income ceilings for citizen households and single Singaporeans buying new flats from HDB have been raised to $12,000 and $6,000 respectively.

To further help lower-income and middle-income households afford their first home, HDB has also enhanced the Special CPF Housing Grant (SHG) by:

  • a) Doubling the maximum SHG amount from $20,000 to $40,000; and
  • b) Raising the income ceiling for the SHG from $6,500 to $8,500.

The SHG income ceiling for singles buying a 2-room Flexi flat in the non-mature towns has also been raised from $3,250 to $4,250. The maximum grant amount has also doubled from $10,000 to $20,000.

November 2015 BTO Exercise

HDB will offer 7,061 BTO flats across seven projects in the non-mature towns of Bukit Batok, Choa Chu Kang, Hougang, Punggol and Sengkang, and another three projects in Bidadari estate in Toa Payoh. A wide range of flats, comprising 2-room Flexi to Three-Generation (3Gen) flats, will be available to meet the diverse housing needs of families, elderly and singles. Further details can be found in Annex B1.

The first public housing projects to be offered in Bidadari estate are Alkaff CourtView, Alkaff LakeView and Alkaff Vista. The projects will be set amidst lush greenery and incorporate sustainability initiatives, in line with the vision of a tranquil urban oasis for the estate. Waste disposal for these projects will be via a pneumatic waste conveyance system, an automated waste collection system which provides for cleaner waste disposal.

Eligible first-timer families can enjoy up to $80,000 of housing grants, comprising the Additional CPF Housing Grant (AHG) (up to $40,000) and the SHG (up to $40,000). With these grants, buyers of 2-room Flexi, 3-room, 4-room and 5-room flats can pay as little as $5,0001, $89,000, $197,000 and $310,000 respectively.

New HDB flats are priced with a generous subsidy, taking into account factors such as location, flat attributes and prevailing market conditions. HDB’s prices are considerably lower than transacted prices of comparable resale flats in the vicinity (see Table 1 for the BTO prices and the comparable resale prices).

Excess housing grants, if any, can be used to pay for OCS items and premiums that singles and Singapore Citizen/Singapore Permanent Resident households have to pay, before they are credited into the buyer’s CPF SA/RA and MA accounts.

@ Singles who apply for the 2-room Flexi flats under the Single Singapore Citizen Scheme will pay $15,000 more than married couples. Eligible singles can also apply for AHG and SHG. The additional amount payable and the grants will vary based on the choice of lease tenure. The actual grant amounts will vary according to income. Read more on the various CPF Housing Grants available.

The 2-room Flexi flats are priced taking into account the lease tenure and whether the buyers are first-timers, second-timers, or others. The price range of 2-room Flexi flats on short leases and the illustrative payments by the different groups of buyers are shown in Annexes B2 and B3 respectively.

First-timers will continue to enjoy priority in flat allocation2. Married/courting couples who wish to live together with their parent(s) can apply for a 3Gen flat in Hougang or Punggol. Other multi-generation families who wish to live near each other in the same BTO project can apply for flats in Alkaff CourtView, Alkaff LakeView, Waterfront I @ Northshore, Waterfront II @ Northshore, Northshore StraitsView, West Quarry @ Bukit Batok, Teck Whye Vista or Fernvale Woods under the Multi-Generation Priority Scheme3 (MGPS).

November 2015 SBF Exercise

HDB will offer 5,350 balance flats in 11 non-mature towns and 14 mature towns/estates under the November 2015 SBF exercise. They comprise 1,218 units of 2-room Flexi, 1,064 units of 3-room, 2,062 units of 4-room, 959 units of 5-room, 36 units of 3Gen and 11 units of executive flats. The majority of flats offered under the SBF exercise are reserved for first-timer families4. Eligible first-timer singles may also apply for a 2-room Flexi flat in non-mature towns.

SBF flats come in a wide range of flat types, locations and selling prices (see Table 2). Close to one quarter are already completed, while the remaining are under construction. Similar to BTO flats, SBF flats are also priced with a generous subsidy, considerably lower than transacted prices of comparable resale flats in the vicinity. The pricing details and applicable ethnic quotas of the SBF flats offered are in Annex B4.

Advice for Flat Buyers

Applicants are strongly advised to apply for a BTO flat in non-mature towns to enjoy a higher chance of success in securing a flat. Although the SBF flats have a shorter waiting time to completion, the number of such units in each town is small. They are also likely to attract high application rates.

Regular updates on the number of applications submitted for the various flat types/towns will be published on the HDB InfoWEB. Applicants are advised to check for updates before submitting their application.

Applicants who wish to take up an HDB housing loan for their flat purchase need to produce a valid HDB Loan Eligibility (HLE) Letter when they book a flat. They are encouraged to apply for an HLE Letter early so that they can plan their flat purchase. The HLE Letter will indicate the maximum loan that can be offered based on individuals’ financial situation. Applicants can check their loan eligibility and apply for an HLE letter at www.hdb.gov.sg/hleapply.

Application for November 2015 BTO cum SBF Exercise

To allow prospective flat buyers more time to consider the wide range of flats offered, the application period for new flats launched in the November 2015 BTO cum SBF exercise has been extended from the typical 7 days to 10 days.

Application can be submitted online on the HDB InfoWEB from today, 17 November 2015 (Tuesday) to 26 November 2015 (Thursday). Applicants can apply for only one flat type/category in one town under either the BTO or SBF exercise.

Public advised to get flat details online

All the information on the BTO and SBF flats on offer is available on the HDB InfoWEB. HDB advises prospective flat buyers to view the details of the flats, online via the HDB InfoWEB, at their leisure. There is no need for them to make a trip down to HDB Hub.

The flat applications are not processed on a first-come-first-served basis. HDB will shortlist applicants using a computer ballot. Flat applicants have 10 days to consider and submit their online application any time before the closing date. They need not rush to put in their applications. More details on application procedures can be found in Annex C.
