The Certificate of Entitlement (COE) results for October 2025’s second bidding exercise were released at 4:00 PM on 23 October 2025.

Compared to the first bidding exercise of Oct 2025, premiums fell in Categories A, B, D and E, while Category C (commercial vehicles) rose. See the official breakdown below:

Detailed Category Overview

  • Category B: For non-fully electric cars >1,600cc or >97kW (130bhp), and fully electric cars >110kW (147bhp). Larger and more powerful vehicles dominate this segment; the drop offers some relief to buyers eyeing mid-to-premium models.
  • Category C: Commercial vehicles (vans, lorries, buses). This was the only gainer, suggesting firmer demand or tighter quotas in the business segment.
  • Category D: Motorcycles. A modest decline may help riders and delivery businesses.
  • Category E: Open category (usable for any vehicle type except motorcycles). The dip keeps it competitive versus Category B for some buyers.
