The registration of children for admission to Primary One (P1) classes in 2013 will open from Tuesday, 3 July 2012 to Friday, 31 August 2012. The dates for the different phases of registration are listed in Annex A.

All primary schools will open for registration from 8.00 am to 11.00 am and from 2.30 pm to 4.30 pm from Mondays to Fridays during the registration period. Details on the list of primary schools and vacancies available can be found on the Primary One Registration website.

The cohort size for 2013 is comparable to that of 2012. There will be sufficient school places for all eligible Primary One students on a regional and nationwide basis.

Primary One Internet System (P1-IS) for Online Registration

This year, MOE will introduce the Primary One Internet System (P1-IS) in 42 Primary Schools during Phase 2C and 2C Supplementary only. The 42 schools are:

The P1-IS serves as an alternate channel to facilitate the registration of children during Phase 2C and 2C Supplementary in these 42 schools. To register online via the P1-IS, both parents are required to use their SingPass1. For details on online registration, please refer to the P1-IS webpage for the P1-IS Step-by-Step Guide. The P1-IS is accessible 24 hours during the following periods:

• Phase 2C – Starting from 9.00 am on 27 July 2012 to 4.30 pm on 31 July 2012; and
• Phase 2C Supplementary – Starting from 9.00 am on 10 August 2012 to 4.30 pm on 14 August 2012.

Parents who do not wish to make an online registration for these 42 schools can continue to go to their school of choice for registration as in previous years. Parents seeking to register their children in all other primary schools should continue to go to the schools personally to register.

Seven New Schools and Six Relocating Schools in 2013

Seven new primary schools, namely Palm View Primary, Punggol Green Primary, Punggol View Primary, Sengkang Green Primary, Springdale Primary, Riverside Primary and Westwood Primary, will be taking in students from 2013 and will open for P1 registration this year. Six primary schools will be relocating to and operating from their temporary locations in 2013. Annex B gives a list of registration centres for the new and relocating schools.

Differentiation by Citizenship

From the 2012 P1 Registration Exercise onwards, when balloting is necessary in a specific phase, Singapore Citizens (SCs) will be given absolute priority over Singapore Permanent Residents (PRs). SCs and PRs will continue to be eligible for the same phases. All applicants will be admitted if the total number of applications in any phase does not exceed the number of vacancies. However, if the number of applications exceeds the number of vacancies in a specific phase, SCs will be admitted ahead of PRs, before home-school distance is considered. The following two examples illustrate the new rule.

Example 1: School A has 50 vacancies in a specific phase and 61 children applying, based on the table below.

As the total number of SC applications exceeds the number of vacancies, not all SC applicants can be admitted. The vacancies will be allocated to the SC children based on home-school distance in the following order of priority — home-school distance is (a) within 1km; (b) between 1km and 2km; and (c) outside 2km. In the above example, the 38 SC children living within 1km from the school will first be admitted, followed by the 10 SC children living between 1km and 2km from the school. After the 48 vacancies are taken up, the remaining two vacancies will be balloted among the eight SC children living outside 2km from the school.

Example 2: School B has 50 vacancies in a specific phase and 54 children applying, based on the table below.

As the total number of SC applications is less than the number of vacancies in this phase, all the 47 SC children will be admitted first. The remaining three vacancies will be allocated to the PR children based on home-school distance in the following order of priority — home-school distance is (a) within 1km; (b) between 1km and 2km; and (c) outside 2km. The four PR children living within 1km from the school will ballot for the remaining three vacancies.

Compulsory Education

Under the Compulsory Education Act, Singapore Citizens born after 1 January 1996 and residing in Singapore are required to attend national primary schools. Children born between 2 January 2006 and 1 January 2007 (both dates inclusive), have to be registered at this year’s Primary One Registration Exercise for admission to Primary One in January 2013.

If a child is assessed as being not ready or suitable for Primary One on medical grounds, a parent may seek approval from the Compulsory Education Unit for deferment of registration. Application can be made using the relevant form available on the MOE website or at the MOE Customer Service Centre at 1 North Buona Vista Drive Singapore 138675 (Tel: 6872-2220).

Registration Procedures

Parents registering their children under Phase 1 may submit the registration form and relevant documents through the older sibling who will be given the form by the school. For registration under Phase 2A(1) to Phase 3, a parent or a person authorised by the parent in writing is to submit the registration form and relevant documents at the school of choice. Each child should be registered at only one school at any one time. If the child is registered at more than one school, he may lose his place in the school of choice.

International students who were born between 2 January 2006 and 1 January 2007 may apply to the school of choice during Phase 3 of the 2012 Primary One Registration Exercise for admission to Primary One in January 2013.

Allocation of Places

Children will be allocated places in the school according to the order of priority spelt out in the Registration Scheme at Annex A. Singapore Citizen/Singapore Permanent Resident children, who are unsuccessful in obtaining a Primary One place in a school of their choice at the end of Phase 2C Supplementary, should approach MOE to facilitate their placement to a school that still has vacancies.

Announcement on Balloting and Vacancies

During the Primary One Registration Exercise, parents can find out which schools will be conducting balloting via the Primary One Registration Exercise’s balloting page at the end of each registration phase. Parents are welcomed to witness the balloting at the schools. The number of applicants for each school is updated daily on the Internet and Teletext.

False Information

Any registrant found to have provided false information during the Primary One Registration Exercise will be referred to the Police for investigation. A child who is successfully registered in a school based on false information given will be transferred to another school with available vacancies after all eligible children have been registered.
