First COE Exercise, July 2025
In the first Certificate of Entitlement (COE) bidding exercise for July 2025, which closed at 4:00 PM on 9 July, COE prices continued their upward trend across all categories, reflecting persistent demand in Singapore’s vehicle market.
COE Premiums Rise Across the Board
According to results released after the close of bidding, all five COE categories recorded price increases from the previous round. The most notable hike came from the Category D segment for motorcycles, which surged by $789. This indicates a sustained interest in two-wheeled transport, likely influenced by affordability and last-mile delivery demand.

Understanding the COE Categories
Category A is reserved for cars with engine capacities up to 1,600cc and output not exceeding 97kW (130bhp). This category also covers electric vehicles (EVs) up to 110kW (147bhp).
Category B comprises vehicles with larger engines or higher power – over 1,600cc or above 97kW – including EVs beyond 110kW.
Category C includes goods vehicles and buses, typically used in commercial fleets.
Category D is specifically for motorcycles, and often reflects demand among delivery riders and cost-conscious commuters.
Category E, the open category, can be used for any vehicle type (excluding motorcycles), and is typically used by bidders seeking flexibility or targeting premium models.

With all categories experiencing price increases in this exercise, concerns about vehicle affordability are again in the spotlight – particularly for middle-income households looking to purchase or upgrade vehicles. Stakeholders across the industry will be watching closely as the second bidding round for July 2025 approaches, anticipating whether the upward trajectory will continue or stabilise.
