HDB Launches 9,144 Flats across 10 Projects in October 2025 BTO Sales Exercise, apply by 22 Oct 2025

HDB launched 9,144 flats across 10 projects in Ang Mo Kio, Bedok, Bishan, Bukit Merah, Jurong East, Sengkang, Toa Payoh, and Yishun for sale today under the October 2025 Build-To-Order (BTO) exercise.

These include the first BTO projects in Mount Pleasant estate in Toa Payoh with 1,348 units, and Berlayar estate in Bukit Merah with 880 units. There will also be a Community Care Apartment (CCA) project at Fernvale Plains in Sengkang with 207 units – the fifth CCA project to be launched.

In total, HDB has launched 29,975 new flats in 2025, comprising 19,723 BTO flats and 10,252 flats offered under the Sale of Balance Flats (SBF) exercises. This brings the total BTO supply from 2021 to 2025 to about 102,400 flats, exceeding their earlier commitment of 100,000 new flats over the five-year period.

Wide Selection of Affordable Flats for Different Budgets and Needs

A wide selection of flat types, ranging from 2-room Flexi to 3Gen flats, as well as CCAs, is available to cater to the diverse housing needs and budgets of Singaporeans. Flat buyers looking to move into their homes sooner may consider the 3,294 Shorter Waiting Time (SWT) flats at Ping Yi Court, Fernvale Plains, Yishun Glade and Chencharu Grove, which have waiting times of less than three years. These make up more than a third of the flats launched in this sales exercise.

Of the 10 projects on offer, five are Standard projects, one is a Plus project, while the remaining four are Prime projects. See Table 1 for the projects and their classification.

Additional Subsidies for Plus and Prime Flats

To ensure affordability, all new flats are priced with significant market discounts. On top of these market discounts, Plus and Prime flats, which command higher market values due to their more favourable locational attributes, also receive additional subsidies to ensure that they remain affordable for a wider group of home buyers.

To maintain fairness for all BTO flat owners, Plus and Prime flats come with additional restrictions, including a subsidy recovery upon resale. At the point of selling the flat, after meeting the 10-year Minimum Occupation Period (MOP), owners of Plus and Prime flats will be required to pay HDB a percentage of the resale or valuation price (whichever is higher) of the flat. The subsidy recovery rates are commensurate with the extent of the additional subsidies provided for the respective projects. See Table 2 for the subsidy recovery rates of the projects.

Flat Prices

Eligible first-timer (FT) families can also benefit from the Enhanced CPF Housing Grant (EHG) of up to $120,000. With the EHG, homebuyers can purchase a 3-room Standard flat starting from $149,000, or a 4-room Standard flat starting from $263,000. * Buyers need to pay 5% of the published price using their CPF and/or cash savings when their EHG amount exceeds 95% of the published price.

Housing Options for Different Household Incomes

Interested flat applicants will be able to choose from a wide selection of flats to suit their budgets and preferences. For example, based on typical selling prices:

  • Eligible FT families with a monthly household income of $4,000 can receive an EHG of $80,000. They can purchase a 3-room flat in any of the Standard projects, a 3-room Plus flat in Oak Ville @ AMK or a 4-room Standard flat in Yishun Glade and Chencharu Grove, using their CPF contributions to service their monthly mortgage payments, with little or no cash payment.
  • Eligible FT families with a monthly household income of $7,000 can receive an EHG of $30,000. They can purchase a 3-room flat in any project, a 4-room flat in any of the Standard projects, or a 5-room Standard flat in Fernvale Plains and Chencharu Grove, using their CPF contributions to service their monthly mortgage payments, with little or no cash payment.
  • Eligible FT families with a monthly household income of $9,000 can receive an EHG of $5,000. They can purchase a 3-room flat in any project, a 4-room flat in any of the Standard or Plus projects, a 4-room Prime flat in Bishan Terraces, Redhill Peaks and Mount Pleasant Crest, or a 5-room Standard flat in Teban Heights, Fernvale Plains and Chencharu Grove, using their CPF contributions to service their monthly mortgage payments, with little or no cash payment.

White Flats

At Mount Pleasant Crest, White flats will be offered for the 3-room and 4-room units. These flats feature an open concept with contiguous living and bedroom space without internal partition walls, giving home buyers greater flexibility to configure their living spaces. The prices for these White flats will be $6,000 and $8,600 lower for 3-room and 4-room flats respectively, due to the non-provision of internal partition walls and some electrical points. Buyers who do not wish to opt for the White flat layout can choose the default layout with internal partition walls.

Community Care Apartments

To support seniors in ageing independently in the community, HDB will offer 207 CCA units in Fernvale Plains in Sengkang. This is the fifth CCA project to be launched. Eligible seniors who right-size to a CCA or 2-room Flexi flat may apply for the enhanced Silver Housing Bonus (SHB) of up to $40,000 when the enhancement takes effect in December 2025.

This enhanced bonus provides greater support to seniors who choose to right-size and supplement their retirement income. Seniors who purchase a 3-room flat in this BTO exercise are eligible for a cash bonus of up to $30,000.

Facilitating Mutual Care and Support

From this October sales exercise, HDB will roll out the new Family Care Scheme (FCS) (Joint Balloting) to allow parents and their child(ren), regardless of marital status, to jointly apply for two units in the same BTO project, where there are 2-room Flexi or 3-room flats offered. Up to 15% of the 2-room Flexi and 3-room flats will be set aside for parents, and up to 15% of the 2-room Flexi to 5-room flats will be set aside for their child(ren). This is the second component of FCS to be introduced, following the implementation of the FCS (Proximity) from the July 2025 sales exercises. More details can be found in Annex B.

Advice for Flat Buyers

Applicants who wish to participate in the October 2025 BTO exercise must have a valid HDB Flat Eligibility (HFE)[1] letter when they submit their flat application. HDB had earlier announced that potential flat applicants should apply for an HFE letter and submit all required documents by 15 September 2025, to ensure that they can obtain their HFE letters on time to participate in the October 2025 sales exercise.

While HDB continues to process HFE letter applications, priority will be given to those who submitted all required documents by 15 September 2025. During the sales application period from 15 to 22 October 2025, the ‘Apply for HDB Flat Eligibility (HFE) Letter’ e-Service will be temporarily unavailable, to enable HDB to prioritise their resources to support the sales exercise during this short but intense 8-day application period. Flat buyers with a valid HFE letter, or those who have already submitted an HFE letter application will not be affected as processing will continue during this period. The ‘Apply for HDB Flat Eligibility (HFE) Letter’ e-Service will resume after 22 October 2025. More information on the HFE letter is available on the HDB InfoWEB.

Applicants are encouraged to plan their finances carefully and select a suitable flat based on their budget and needs. Flat buyers should also take into consideration the revised Loan-to-Value (LTV) for HDB housing loans, which has been lowered from 80% to 75% since the October 2024 sales exercise.

Flat applicants may apply for one flat type in one town during the 8-day application period of the BTO sales exercise. Applicants who wish to improve their chances of securing a flat should monitor the application rates of the different HDB projects throughout the sales launch period and consider applying to projects with lower application rates, such as those with an application rate of 1 or below. Information on application rates of projects is available on the HDB Flat Portal and is updated several times daily throughout the 8-day application window.

Applications Open from 15 to 22 October 2025

Flat applications can be made online via the HDB Flat Portal from today (15 October 2025) to 22 October 2025. There is no need to visit HDB Hub for information to submit an application. HDB will shortlist applicants using a computer ballot, not on a first-come-first-served basis. Therefore, applicants do not need to rush to submit their applications. They can submit their applications any time during the 8-day launch period. More details on the application procedures can be found in Annex C.

Next Sales Exercise in February 2026

In the next BTO exercise to be held in February 2026, HDB will launch about 4,600 flats in Bukit Merah, Sembawang, Tampines, and Toa Payoh. In addition, HDB will conduct a concurrent Sale of Balance Flats exercise offering about 3,000 flats. Potential flat buyers interested in applying for a flat must have a valid HFE letter. HDB encourages all flat buyers to apply for an HFE letter early and submit all required documents by 15 December 2025, if they wish to participate in the February 2026 sales exercises. More details on the new flats to be offered will be shared during the February 2026 sales exercises.

HDB will continue to offer a steady supply of new flats to meet the housing aspirations of Singaporeans. From 2025 to 2027, HDB will launch about 55,000 flats, up from their earlier commitment of 50,000 flats, to meet housing demand.
