HDB has launched 3,740 flats for sale today, under the February 2021 Build-To-Order (BTO) exercise.

The flats on offer are spread across seven projects and located in the non-mature towns of Bukit Batok and Tengah, and mature towns of Kallang Whampoa and Toa Payoh (Bidadari).

Members of the public have 7 days to make an online application at HDB InfoWEB. Applicants without internet access may seek support from their family members, instead of visiting HDB Hub or Branches where safe management measures are in place. Those who need further assistance, such as seniors without family support, may call the HDB Sales/Resale Customer Service Line at 1800 – 866 3066 for help.

February 2021 BTO Exercise

A wide selection of flats, ranging from Community Care Apartments, 2-room Flexi to 5-room flats, is offered to meet the diverse housing needs of first-timer families, second-timer families, seniors and singles. In view of the care services and facilities in the vicinity, the 2-room Flexi flats at McNair Heights are offered only to seniors (aged 55 and above) on short leases of between 15 and 45 years (in 5-year increments). Further details can be found in Annex A1.

As jointly announced by the Ministry of National Development, Ministry of Health and HDB on 10 Dec 2020, the Community Care Apartments aim to expand the continuum of residential options for seniors today1. This is a new public housing concept designed to support seniors to age independently within the community. The pilot Community Care Apartments at Harmony Village @ Bukit Batok will offer seniors aged 65 years and above an affordable housing option which integrates senior-friendly design features with care services that can be scaled according to care needs. There will also be services and programmes to enable meaningful participation and social interactions amongst residents. Seniors can apply for priority flat allocation if at least one applicant or essential occupier requires permanent assistance with his/her activities of daily living. They can also choose to jointly ballot for two flats with another household, such as a family member or friend. If successful, both households will be able to book their flats together. All successful applicants will have to subscribe to and pay for a Basic Service Package. More details can be found in Annexes A1 and B.

Flats Priced with Generous Subsidy

New HDB flats are priced with a generous subsidy, taking into account factors such as location, flat attributes and prevailing market conditions. HDB’s prices are considerably lower than the transacted prices of comparable resale flats nearby. For 2-room Flexi flats and Community Care Apartments, their prices further take into account the lease chosen, as shown in Annexes A2 and A3 respectively.

Eligible first-timer families can benefit from the Enhanced CPF Housing Grant (EHG) of up to $80,000. With EHG, flat buyers will pay prices starting from $21,000 for a 2-room Flexi flat, $100,000 for a 3-room flat, $200,000 for a 4-room flat, and $339,000 for a 5-room flat (see Table 1 for the BTO flat prices and the comparable resale prices).

^ Unless otherwise stated, the starting prices of the flats are based on 99-year leases. For illustration purposes, the assumed EHG amounts are:

i) Community Care Apartment: $80,000
ii) 2-room Flexi flat: $80,000
iii) 3-room flat: $75,000 in non-mature towns and $60,000 in mature towns
iv) 4-room flat: $60,000 in non-mature towns and $45,000 in mature towns
v) 5-room flat: $45,000 in non-mature towns and $30,000 in mature towns

The starting prices after grant amounts are illustrative, assuming that the household incomes of eligible first-time buyers of flats in the mature towns are higher. The actual grant amount received will depend on the buyers’ income and eligibility. Read more on EHG in HDB InfoWEB.

~ Prices include the costs of floor finishes, internal doors and sanitary fittings.

# Details on the comparable resale flats can be found on the HDB Flat Portal. In making comparison, please take into account the differences in attributes between the comparable resale flats and the BTO flats.

^^ Singles who apply for a 2-room Flexi flat under the Single Singapore Citizen (SSC) Scheme will pay $15,000 more than married couples. Eligible singles can also apply for the EHG of up to $40,000. The actual grant amounts will vary according to income.

* Flat prices include costs of pre-installed senior-friendly fittings and features, and do not include the costs of the mandatory Basic Service Package and optional services.

+ Buyers need to pay 5% of the published price using their CPF and/or cash savings when their EHG exceeds 95% of the published price.

Application for February 2021 BTO Exercise

Applications for the flats launched in the February 2021 BTO exercise can be made online on HDB InfoWEB from today, 4 February 2021 (Thursday) to 10 February 2021 (Wednesday). Applicants can apply for only one flat type/category in one town under the BTO exercise.

Applicants who wish to take up an HDB housing loan for their flat purchase need to produce a valid HDB Loan Eligibility (HLE) letter when they book a flat, except for young couples who are eligible for deferment of income assessment. All applicants are encouraged to apply for an HLE letter early, at www.hdb.gov.sg/hleapply, so that they will know their budget and book a flat within their budget. The HLE letter will indicate the loan amount based on applicants’ individual financial situations.

Advice for Flat Buyers

HDB will shortlist applicants using a computer ballot, and not on a first-come-first-served basis. Applicants are encouraged to apply for a BTO flat in the non-mature towns to enjoy a higher chance of success in securing a flat. More details on the application procedures can be found in Annex B.

All the information on the BTO flats on offer is available on the HDB InfoWEB, and members of the public do not have to visit HDB Hub to obtain the information. The number of applications received will also be updated regularly on the HDB InfoWEB. Applicants are advised to apply for flats with lower application rates for better chances of success.

Due to site conditions and the requirement for building contractors to adhere to strict safe management measures to prevent a resurgence of COVID-19 at construction sites, some projects may take longer than usual to complete. Flat buyers are advised to take the estimated project completion timelines into consideration before applying for a flat. Those who have urgent housing needs may consider buying a HDB resale flat instead where first-time buyers may enjoy up to $160,000 in housing grants.

Upcoming BTO Launch in May and August 2021

In May 2021 (next BTO exercise), HDB will offer about 3,800 BTO flats in Bukit Merah, Geylang, Tengah and Woodlands. In August 2021, HDB will offer about 4,900 BTO flats in Hougang, Jurong East, Kallang Whampoa, Queenstown and Tampines.

1 Seniors today have a range of housing and care options, such as right-sizing to a short-lease 2-room Flexi flat, making their existing HDB flat more senior-friendly through the Enhancement for Active Seniors (EASE) Programmme or moving into a nursing home if they have high care needs.
