HDB has launched 5,293 flats for sale under the Sep 2013 Build-To-Order (BTO) Exercise.
This comprises 4,156 new BTO flats in Punggol and Yishun, as well as another 1,137 units of balance 2-room flats from previous BTO exercises to address the strong demand from singles.
To facilitate mutual care and support for multi-generation families, HDB will also implement the enhanced Multi-Generation Priority Scheme (MGPS) and offer the pilot Three-Generation (3Gen) flats in this BTO exercise.
Enhancement of the Multi-Generation Priority Scheme
Previously, the MGPS allows parents applying for a Studio Apartment (SA) or a 2-room flat to submit a joint application with their married child applying for a 2-room or bigger flat in the same BTO project.
With effect from this BTO launch, parents will be allowed to apply for a 3-room flat under the MGPS, in addition to an SA or a 2-room flat. HDB will set aside up to 15% of the SAs, 2-room and 3-room flats in a BTO project (subject to a minimum of 20 units each) for parents applying under MGPS. The same number of 2-room and bigger flats will be set aside in the same BTO project for their married children.
3Gen Flats
HDB will offer 84 units of 3Gen flats in the BTO project, Saraca Breeze @ Yishun, to cater to multi-generation families who want to live together for mutual care and support. Each 3Gen flat will feature four bedrooms and three bathrooms (two en-suites), with an internal floor area of about 115 sqm. Only applicants with a multi-generation family comprising at least a married/courting couple and their parent(s) listed in the application, will be eligible to purchase these 3Gen flats.
As these purpose-built 3Gen flats are meant for multi-generation families, subletting of room(s) will not be allowed during the five-year Minimum Occupation Period (MOP). After fulfilling the MOP, these 3Gen flats can only be resold in the open market to other eligible multi-generation families.
“Open Kitchen” Concept
Last year during the Sep 2012 BTO Exercise, HDB piloted an “open kitchen” concept for flats at Teck Ghee Parkview, to provide buyers greater flexibility in terms of layout and design. Buyers were given a choice to opt for a partition wall between the living/dining area and the kitchen to better suit their lifestyle needs.
In view of the positive response from flat buyers for the pilot project at Teck Ghee Parkview, HDB will include the kitchen partition wall as one of the standard items under the Optional Component Scheme for BTO flats (where feasible), from the Sep 2013 BTO exercise.
Sep 2013 BTO Exercise
The 4,156 BTO flats offered in this launch are located in six projects in Punggol and Yishun. A wide range of flats, from SAs to 5-room and 3Gen flats, are offered to meet diverse housing needs. First-timers will continue to enjoy priority flat allocation, with at least 85% (for 4-room and 5-room), 70% (for 2-room and 3-room) of the BTO flat supply in non-mature estates set aside for them.
At the same time, HDB will offer an additional 1,137 units of 2-room flats in Bukit Panjang, Choa Chu Kang, Hougang, Jurong East/West, Punggol, Sembawang and Woodlands from previous sales exercises.
Together with the 2-room BTO flats offered in Punggol, this will bring the total number of 2-room flats launched in Sep 2013 to 1,329 units – more than double the total number launched in the Jul 2013 BTO exercise.
Eligible first-timer families can enjoy up to $60,000 of housing grants, comprising the AHG ($40,000) and SHG ($20,000). With these grants, 2-room, 3-room, 4-room and 5-room flats will be priced from as low as $21,000, $113,000, $223,000 and $317,000 respectively (Table 1).

Prices are inclusive of the elderly-friendly fittings/finishes. 50% of the supply is set aside for the SA Priority Scheme under which eligible applicants can apply for an SA in the same town as or within 2 km from their current flat/property, or apply for an SA to live near or with parents/married child.

Application for Sep 2013 BTO Exercise
Applications for new flats offered in the Sep 2013 BTO Exercise can be made online at the HDB InfoWEB from today, 26 Sep 2013 (Thursday) to 2 Oct 2013 (Wednesday). Applicants can apply for one flat type in one town from either the BTO projects or the additional 2-room flats from previous sales exercises.
Regular updates on the number of applications submitted for the various flat types/towns will be published on the HDB InfoWEB. Applications are advised to check for updates before submitting their application.

BTO Launch and Sbf Exercise in Nov 2013
In Nov 2013, HDB will offer about 4,950 BTO flats in Bukit Batok, Hougang, Jurong West, Sembawang and Woodlands.
An additional 3,000 flats will also be offered in a concurrent Sale of Balance Flats (SBF) exercise.
